I've just heard back from my team on this and they let me know that this is a current limitation of the design within the app. Though HubSpot does not currently support the function of @ mentions in the app after you have completed a call, I highly recommend you create a request within the Ideas Forum on the HubSpot Community expressing your thoughts and feedback on how this could be improved to better meet your needs. The Product Engineers and Designers for HubSpot monitor those submissions and often take inspiration from them for additional features and updates.
