When users click "Next" on a multi-step form, they are not moved back to the top of the form/page. E.g. they are on a step with many fields so they have scrolled down to complete it — upon clicking "Next", they are taken to the bottom of the next step and must scroll back to the top.
Because of this, fields can be easily missed. I believe users would expect to land at the top of every new section, regardless of the number of fields.
This happens on both standalone and embedded forms. It is particularly an issue on forms where multiple steps in a row have enough fields to require the user to scroll down the page. The issue impacts users with lower resolution screens the most as they naturally have to scroll more and sooner.
