The lead index page is useful to review a reps leads, filter leads, ect. However if you do not have Super Admin powers you are not able to click into the lead priview.
This is a needed feature so a sales team (or anyone who doesn't have Super Admin powers) can create filters and then be able to work the leads from the Index page rather than having to search for the record in a new window.
