Just about everyone of my team have accidentally sent a reply when they instead wanted to send a comment. Team leads use the Comment tab often in our Service module and junior agents as well seeking guidance. If you accidentally sent a Reply to the team, it's no big deal. If you accidentally send a Comment to the contact it can be! Why not allow users to determine which order is most useful for their team by creating the option in settings?
