I got caught in Microsoft's 30-email-per-minute limit using HubSpot's sequences

I use HubSpot's sequences to schedule meetings. Unfortunately, this week, my email inbox was blocked by Microsoft because at one point, I exceeded the limit of 30 emails sent per minute, which was considered as spam. I have several sequences running automatically in HubSpot, and I had to pause all of them because it will block again if I can't manage this. I was advised by the HubSpot team that there is no tool in HubSpot to control this Microsoft rule, but I've been warned by Microsoft that I can't block my email again for this reason, or I might lose it. Therefore, HubSpot's sequences will be useless if I don't know if I've exceeded 30 emails per minute at any point.
My idea is to create a tool that prevents me from exceeding this 30-email-per-minute limit. Is it possible?
We have faced a similar issue over the last couple of weeks. There should be a way to ensure the emails are throttled. It's probably ok if you're running a single sequence but when you are running multiple personalised sequences it doesn't seem to recognise that their are emails going at the same time. Definitely needs some sort of configuration to prevent emails being blocked. I can imagine a lot of businesses with smaller teams who are running multiple campaigns will face a similar problem.
Similar issue here, with two sequences being fired up simultaneously I must have breached the max email output per minute and I now I cannot send any emails. Unfortunately Microsoft website is not very helpful with providing advice on unblocking this besides "contact your outlook administrator" and when they've checked restricted user page I'm told it's empty. The microsoft customer phone line in the UK is not very helpful at all.
