How to enroll contacts in a list based on Internal Marketing Email Information

The Situation:

We're sending out routine marketing emails to both existing customers and leads.

We would like to create an automation (workflow) that generates a TASK to follow up with highly engaged contacts for a given marketing email. 

 

We can see per email open and engagement information, and we know how to generate active lists based on individually opening a specific email, or for aggregate opening of 'marketing emails', but we can't find any way of creating enrollment or list criteria based on opening a certain email a certain number of times (which is our goal).

 

The Problem:

How do we create enrollment criteria for a workflow (assigning a task to a salesman) that accounts for opening a SPECIFIC email a SPECIFIC number of times?
