Hi @landers_210, I believe what you're looking for is already possible within smart content in email, although let me know if I'm misunderstanding.
When you are editing the content within a smart rule, a link to "Delete rule" should appear to the right of it, example here:
This should do the trick, but let me know if this isn't what you had in mind.
