The thought here is to be able to create a set of fields that can be reused on multiple forms, but if you edit or add to the group it applies globally, similar to a global module within the design manager/site templates.
I recently had to add 3 fields to roughly 30 forms, all the fields were hidden. It would have saved a lot of time to be able to do it once and apply to all the forms.
