When creating a ticket directly from a contact's file there is no option to NOT associate a company with that ticket if a company is associated with that conect.
The effect of this is that any ticket associated with a contact whose primary company has more than one or two associated contaccts ends up with an activity timeline that is rendered un-dechipherable and practically useless.
Since tickets can be created from elsewhere in HubSpot without an associated company (e.g. the ticket page) it suggests that having an associated company is not mandetory, so in theory it should be possible to create tickets without an associated company from within a contact file too.
