Core Seats should not count towards "User Availability" within Help Desk

Currently, Core Seats users show as Help Desk users, despite Service Seats being the only ones that can utilize Help Desk's tools. This means, when a Core Seat user is set to 'available' to work a Live Chat in another inbox, their availability also reflects in Help Desk and is impacting the features designed to enable better workload management.
