Clone Permission Sets without copying assigned Users

I notice when I Clone an existing Permission Set, it moves all the users to the new Permission Set.  


This is strange behaviour, I think the normal use case, is we have one permission set, we would like to use for a new group of Users, so I start with an existing Permission Set, and make a copy of it with a few tweaks for a different set of users.   Otherwise, why wouldn't I just edit the Permission Set?


Currently I have to remove all the existing users one by one, then create the permission set with the correct users.


I think by default the cloned Permission Set should not have any assigned users.

This is about the stupidest thing.. The AI does not think it works this way when you start a chat btw.. I asked "why, when I clone a permission set, does it move everyone that is enrolled in the original permission set to the new cloned permission set?" and AI answered:

When you clone a permission set in HubSpot, it does not automatically move everyone from the original permission set to the new cloned set. Cloning a permission set in HubSpot allows you to duplicate the permissions to create a similar set for new users or adjustments. However, when you clone a permission set, users remain in their current permission set unless you manually assign them to the newly cloned set.
