Client side "super user" in Service Hub Customer Portal

We have a client that has an app with a very large (100K+) user base. 
Many of these users are coming from the same customer (enterprise corporation, municipality, etc). 

Today, the logged in user user of customer portal can either onlye see OWN cases or ALL cases related to customer`s company.

For the company/municipality side, they would like to have a number (1-10 or similiar) "super users" that are allowed to log into the customer portal, and see ALL tickets realted to their organizations.

This would be a great feature for large scale enterprises and customers.
