Blocking HS users from being contact owners

I know it seems like a odd request, but we have owners (users?)  which we would like to block from being assigned any Contact ownership.  These are engineers. They only answer questions from our CSR's, they do not own contacts. (though they ocassionally email them) 

  HS is continuously assigning contact ownership to them, particularly when a contact has no previous/current owner. (I believe this is a automated HS process. If a contact has no owner, it assigns owner based on the last person who contact them. No proof  but I chatted with a HS rep and they seemed to indicate this is true)

 

  My work around was to create a contact based work flow that clears contact ownership for this certain group of four users.   It's working, but a clickable check box in each users profile or in the permissions section of HS would be cool.
