Be able to set url of an uploaded file in root directory

The File Manager should give me the posibilities to set the URL of an uploaded file in the root directory that could be domain.com/file.xyz

I desperately need this. I need to add a verification file for Facebook. I can't do it on the DNS as my blog is a sub-domain. I need to be able to upload the FB verification file to the root directly of my blog

I actually don't understand how such a fundamental feature is not available and how there is not any other way to upload files to the root domain but through the file manager. Is there any estimation for release since it's been in planning since 2020?
