Assignment Rules for sales team

Hi,
I have many new contacts arriving and i want to assign them based on the progress of each sales representative.
Meaning if he has x new contacts that he didnt touch and x deals he still follow up with - do not assign him new contacts untill this situation is changing.
In ths want sales rep can really take care properly of all what they have in pipeline before they have new leads arriving.
There are many rules for assignment we can thin of like how many open leads (contacts), how many open tasks? how many open deals to follow up etc...
