Allow both "refine by date" and "refine by number of times" in workflows
Current behavior: when creating workflow enrollment criteria or workflow branch criteria based on activities (i.e. page views), users can only select one "refine by" option (either "refine by date" or "refine by number of times").
This limits users' ability to target specific behaviors in their workflows (i.e. a page view that occurred a specific number of times within a specific time range). The ability to refine enrollment and branch criteria by date and number of times would increase the usability of the workflow feature.
