Currently, there is no way to restrict whether or not users can mention other users in a note/comment. If they have note permissions, then they have the ability to mention other users in the note/comment by default. It would be great if HubSpot added a separate permission just to manage a user's mention capabilities!
Thank you for suggesting this! What's the use case for you to want to restrict that apart from the general note permissions?
