Add Ticketing Filters to Non-Ticket Based Workflows

Creating a contact-based workflow for when a user submits a form. We (marketing team) need to know if this customer is already in contact with us (through an open/recent ticket) so that we don't send unnecessary additional emails. This can't be done right now because Hubspot Tickets isn't a filter option for any workflow except ticket-based ones!

I find it surprising that this feature is offered with the Zendesk-integrated tickets but not Hubspot's own system.
