Add Link Title Attribute

Web & SEO team needs the ability to to add title attributes to images and links to imporve SEO. Seems like standard CMS functionality that has been overlooked (See Wordpress, Shopify, Drupal, etc.).  This isn't just for SEO, it is an accessibility issue for people that use screen readers.
