Actions performed by a workflow should be limited by users access

If a user has access to only a small number of contacts because of permission restrictions on them as a user or on their team they can still send emails and perform other actions to the entire data set if they are given permission to use the relevant marketing tools.

There should be an option to limit the impact of a workflow to the contacts or objects that are accessible to the creator of the workflow.
