At the moment notification emails can only be sent to Primary Teams. And users can only be in one Primary Team, so there are many cases where your desired notification list does not match a primary team user list.
This would be a great simple feature for child teams - and give them a stronger reason to exist.
For example, I have 12 feedback survey follow up workflows and the notifications should go to users in different Primary Teams. Managing this, changes to the users, and additions... - and I have another 36 feedback-survey-related workflows to launch with differenent notification groups - ...well, it's a real pain to do manually in every workflow adn it's going to be a nightmare to track and edit in future.
Notifications to child teams would be such an elegant an obvious fix 😉
