Ability to lock "is all pages" within pop-up forms

HI team!

Raising this for a customer - 

Currently, selecting "Website pages is all URL" in a pop-up form would cause it to appear across all HubSpot and Non-HubSpot pages (w/ Tracking Code)

Seeing that this has serious repercussions - it would be nice to have a setting where we can disable this for pop-up forms.

Or please make it a function that needs permission to restrict users from misusing it.
