Transfering inbound marketing certifications from deactivated id

Can you please help me transfer all my certifications from my deactivated id benbayly18@gmail.com to a new account with the same name as I now need it for my uni course.
If your HubSpot account or the email ID associated with the account is deactivated, unfortunately, you won’t be able to transfer the certifications from that inactive ID. To transfer your certifications from one account to another note that:
The account should have its email address active.
The email address to which you want to transfer should have an active HubSpot account.
For completely deactivated accounts with no access, it is required to reactivate it to transfer.

So I can't get my certification from my devactivated account ID 141489134 email benbayly18@gmail and move it to my new one with the same email and will need to do the certification again?
If reactivating the account is not an option, you wont be able to transfer the certifications. You would need to retake the certification on your new account.
