Can you complete exercises on a free version?

I am beginning to certify myself with the e-learning. I find when trying to do practical parts e.g.  Create a blog post-

• Click 'Start exercise' to begin.
• When you've finished the exercise, it'll be graded within 24 hours.

You must pass this exercise to become certified.

"

Ask an admin to update your permissions."

Can you not complete and certify yourself on a free version of the plan?
