No pop up notifications when tracked email is read

I'm not getting pop-up notifications when an email is viewed, as I have in the past. I'm running Chrome on the latest Windows 10. I've confirmed that Plain Text is disabled.

Why would this be? And how do I fix it?

With the free version you are limited on the amount of notifications each month. You could be out of notifications for the month. Does this seem to be the case?

Right, that's true but I don't think that's the case. Where can I find how many I've used or have left? I don't see it on the Activity Stream.

If you are out, it will tell you when you click the icon in the upper corner. Here's a screenshot from a co-worker.

Thanks, ok then I'm not out. It's weird because I just got some pop-ups from an email I just sent, but I didn't change anything.
