No page views on first session after cookie consent OK'ed

My client is not seeing the first session being tracked. They are an EU shop that has a custom cookie consent popup that fires the HS pixel as expected, however, the page views are not showing up on that first session and only on subsequent sessions. This changes the Original Source information to Direct instead of what it should actually be, e.g. Organic, Paid, etc.

All of their tracking pixels are on Google Tag Manager (GTM) and I wonder if it's an issue with the priority of when the HS tracking pixel fires? I'm unsure.

What steps need to be completed to make sure that the HS tracking pixel tracks first page views so that my client can see the correct Original Source data?
