Cookie consentmode V2 in GTM not updting

We've implemented consentmode V2 in Google tagmanager in combination with HubSpots Cookiebanner on 3 different websites (non HubSpot hosted). The website code, settings in HubSpot and GTM are exactly the same. On two sites this works perfect.

In GTM debugging mode I see the consent is set once the cookiebanenr is clicked and on the next page visited the consent mode is updated before the last "container loaded" event takes place so the tags are fired.

On the third site this doesn't work as there is no "container loaded" venet event after the consent update took place. 

Does anybody know what might couse this issue and how to fix it? The consent update is send form HubSpot to the datalayer so we can't debug it from our side...

If the consent update works on two sites but not the third, it could be a timing issue or a script conflict. 

I recommend checking for errors in the browser console or differences in how scripts load.  If GTM isn't processing the update, manually triggering a data layer event might help.
