Yes, to be compliant the cookie consent banner needs to be on all of your pages as you do not have control over where the journey will start for a user. It will not ask visitors again during the same session and subsequent sessions as the cookies are retained for a period of time.
As far as the code, the Hubspot code triggers all aspects of Hubspot's hubs, including the cookie consent banner. So as long as the code is embedded on your pages and you have setup the banner, it will be displayed.

Additionally, if you're looking to explore your options beyond the native Hubspot cookie banner (as you scale and grow your website, you will need a more robust solution), look into free consent management platforms out there, such as Ketch for instance.
