It's currently not possible to create a contact list based on a company list. (Although you'd think that this would be possible... right?)
There are easy workarounds to this however. If your company list is an active list, you can simply recreate the list criteria in a contact list. Simply select the Filter type "Company properties" and use the same criteria. HubSpot will then find all contacts who are associated to companies who fulfill these criteria:
If for some reason you can't recreate all filters, you would have to create a custom company property, e.g. Company is member of list. You can then bulk edit all companies in that list and set the Company is member of list property to the value "Yes". This allows you to again create a contact list and filter for all contacts who are associated with a company and the value "Yes" in the field Company is member of list.

In addition to what @karstenkoehler offered, I would suggest creating a list based on company domain, since that's how HubSpot assigns Company Object. This would allow you to email that list easily.

As per my understanding it is not currently possible to email a list of companies, you can only email contacts from HubSpot not companies When you send an email to the company, it emails the contacts of the companies. There is not a way to email a company currently. You can submit this as a feature to the HubSpot Ideas form. You can access the page here: HubSpot Ideas
