"X recipients won't be included in this email send." HubSpot knows why--why won't they tell us why? They're all marked as marketing contacts, are engaged, have valid emails, etc. as far as I can tell---why not tell us what the problem is?!?!?!? This is an extremely annoying lack of feature.
It is correct that the estimated recipient's section of a marketing email does not provide details on which contacts are being excluded or why specifically. The tool will automatically exclude quarantined, bounced, unengaged, or non-marketing contacts from receiving your email. Contacts with invalid or missing email addresses will also be excluded.
I would suggest checking on the list you're adding and looking for contacts that may meet any of these criteria.

As @acorestpete says though, they have checked that they meet all those criteria and it is still not sending to all the contacts and is unclear why. I'm also in the same position and can't figure out why 7 contacts aren't going to be sent the email when they appear to all be fine.
Is there somewhere we can get some clearer guidance on this issue? You mentioned a thread with a similar question in which @karstenkoehler and @jolle provided more options to review these details but haven't linked to the thread, please can you share it?
I understand why emails aren't delivered; I don't understand why HubSpot won't list a reason or list who won't receive, which forces us to review the whole list.
