When I uncheck the "do not send to unengaged contacts" option, HupSpot only sends the email to any of those contacts that are already on the list I'm using, correct?
In the example below, the list size is 120 but only 84 are receiving it. I've double checked that they're marketing contacts and not opted out. What I get worried about is that unchecking that box will send this email to all 11,000 unengaged contacts. (I'm working on a separate process for segments within that 11k.)
You have 11,024 unengaged contacts in your system. When the toggle is enabled, those unengaged contacts who are also a member on your list of 120 will be excluded. When you disable it, all 120 will receive the email.
Disabling does not mean that all 11,024 will receive the email, that would be madness 🙂
You can check why some of these contacts are currently not expected to receive the emails by clicking on "Review reasons". If your contacts are definitely marketing contacts and not unsubscribed, then the most common reasons are previous hard bounces or missing legal basis for the selected subscription type.

Also it could be unsubscribed or suppressed, previously bouned, etc. That you 'll see when you click review reasons, that what is contrinuting in decrese of the email list count.
If you uncheck Don't send to unengaged contacts, email will go to around 11K, but if you check Don't send to unengaged contacts, then hubspot will exlude this 11K contacts, and will only send to estimated 84 as it is showing. After hubspot exclude the contact from total 120 with possible reason mentioned in reveiew reasons. Also it is not advisible to send email to unengaged contacts, as it could increase the rate of possible spam or unsubscribe, more of these mentioned here in detail:
