Send an email to users asking them to opt-in, otherwise opt-out
SOLVE
We have a list of emails from an old email tool but we have lost the info to find out whether an email was subscribed to marketing comms or unsubscribded.
How do we go about emailing this list to ask users to opt-in to marketing comms, and to set them as unsubscribed until they opt-in?
Looking at the Contacts Import options, we could
1)
Import the list from the csv file but then we would have to check the box for "all contacts in this import are expecting to hear from me", which seems incorrect. The import might also trigger new Contacts to be enrolled in certain comms workflows already which we would not want to happen until they have opted-in.
or 2)
Start an import and select 'An opt-out list'. Would this allow us to email this list of users to opt-in? Or would they not even receive the email as they are opted out? Would this option also stop users from getting any email marketing comms as soon as they get imported?
If you import the list as an opt-out list, you would be able to remove the status later on (see first paragraph here), but HubSpot wouldn't let you send an opt-in email to these contacts – since they're still opted out of all email communication (see for example here).
Whether it is permissible to check the "I agree that all contacts" box during the import process should be checked by your data privacy officer and legal team, relating to HubSpot's terms and conditions and the legislation in your country.
If you want to prevent contacts from enrolling in any workflows, you can add lists as suppression lists to all of your workflows.

HubSpot's marketing email tool may only be used for contacts who have already verifably opted into your brand, as per the Acceptable Use Policy. Marketing email sends may not be used to try and gain opt in for contacts who have not yet personally and directly provided your brand with both their email address and permission to receive promotional mail, or for contacts whose opt in record is not verifable or has been lost.
This method will allow contacts to choose their own communication preferences, keep your sends aligned with HubSpot's Acceptable Use Policy and Terms of Service, and will help to promote a better sender reputation and higher chances of your messaging reaching the primary inbox.

Do you know when these contacts got on the original list and when were they contacted last? If more than 6-12 months ago you may want to run these addresses through an email validation service first (NeverBounce, etc) and I'd also consider scrapping the oldest contacts altogether. HubSpot's deliverability standards are on the high side and a campaign with lots of bounces and/or spam complaints will probably trigger some alarms/filters.
Also, how big is the list? Could you email everyone manually from your personal inbox and ask them to reply or click to be included on the mailing list?
Or if you still have access to the old email tool, sending the opt-in email from that tool might be the best solution.

Is there a way to send an optin email to non-marketing contacts? We have a list of nonmarketing where I'd like to convert those looking to receive product emails therefore looking for a safe way to move them to marketing contact through an optin email. Is there a feature or way to do that?
