First, you'd have to create some sort of "Thank you signing up" page. This is the page you'd link to when someone clicks the "Stay up to date" button in your email. They're taken to the thank you page, then close their tab / window.
Once this part is set up, you use the click of this link for list building (Menu > Contacts > Lists) or in workflow enrollment triggers. It would show up in the filter group "Marketing emails". Select the email that contains the button, then specify the link:
If you work with a contact-based workflow, you can immediately enroll these contacts into whatever communication you'd like to send.
If you want to populate a list for whenever you need it, you just set up the filter and save it.
