Do Smart Lists continue to update while an email is scheduled?

I'm trying to understand if smart lists still populate while emails are scheduled, or if they take a moment in time snap shot of the list when the emailer hits schedule.
For example: A marketer is sending a retargeting email to a list of people that did not sign up for their toothpaste offer. They use Smart Send to schedule the email to send at 10:00 AM. If User A signs up for the offer after Smart Send starts, but before 10:00 AM in their timezone, will User A recieve the email?

Yes, smart lists continually update and a batch email will go to everybody in the smart list when the sending starts.
