Adding dynamic links into emails using a token or other method?

So, our client is wanting to dynamically send documents/PDFs into HubSpot and send them out to the corresponding user e.g. based on platform usage.
I have been told, the best method to get a document into the platform is using the engagements API which is fine, but then it's a question of how to send them out automatically.
A solution I thought of, was to build the URL using the attachment ID, or even better HubSpot add a feature where the attachment ID can be specified as a personalisation token.
These are early thoughts but any feedback would be great.

You can accomplish this with smart content. Build your automated email with a smart rule based on the property (make a list for this and add list membership as smart rule).
The entire email could be different depending on how you want to communicate the value of the doc or just swap out the link itself.
