I work for an organization that is just kicking off marketing efforts, and I am looking to send marketing emails to smaller groups of folks sometimes. I am worried if I send to a group of 30-50, if I get even one hard bounce or unsubscriber, I will be flagged by HubSpot and get suspended from sending emails. Is this the case?

What tier are you on? If you only on free, I would not recommend using Hubspot for any external communications as the threshold for free accounts is different from paid accounts and a few emails that are bad or cause spam complaints will get you banned very quickly and those bans are irreversible. If you are on a paid plan I would not worry as that list is super small. If you question the source of the list though, you may be better just blasting from your own inbox with a personal email to that few instead of a marketing email.

Is this your first time sending emails at HubSpot? I would recommend checking if the email addresses are all valid and not bounced. Learn more about improving the deliverability of your emails.
Verifying the email address used to send marketing emails also helps with this process. Before you can use an email address as a "from address" in marketing emails, you must verify that the email address belongs to you or your company, or that you have access to it.
