I want users to be able to receive password change/download invoice emails etc. when corresponding action is triggered on website. I know there is transactional emails add-on, but is this the only way? Does it have something with workflow?
You can use HubSpot (Marketing Hub Pro) workflows to send Marketing emails to contacts based on specific conditions - as long as these conditions are known to HubSpot. These may meet your needs but:
they may not be the best way to send sensitive infromation
they are subject to marketing email law
recipients are able to unsubscribe and stop receiving future emails, which may have serious impacts
Transactional emails (Transactional Add-on), on the other hand, can not be unsubscribed from - meaning they are suited to important communications about active services. Transactional emails are often sent by an API trigger from another system (SaaS product for example) but they can also be used in workflows.
What you are asking for isn't possible without the addon. Even if you disable GDPR settings to manage that manually Hubspot will still respect opt-in preferences so if someone opts out they will not get the email.
What plan are you on with Hubspot if you don't mind me asking? Are you on the legacy plans where you pay for all contacts or the newer plans where you pay for marketing contacts only? If it is the former, you may be able to save money or substitute in the transactional email in by removing contacts that are not marketing eligible.
If it is becoming too expensive, I would personally say to price things out with the competition in marketing automation (ie: Pardot, Marketo, Eloqua) or look to a bulk email provider depending on how many transactional emails you need to send. Unfortunately it's a necessary pain point of effective marketing to have a solution like this, and I can tell you that the other companies may offer transactional emails with their plans, but it is baked into the cost of their platforms.
Is there still no way to send out transactional emails without add-on? We wanna send service disruptions email but since many people unsusbcribed from it, we are afraid that they won't receive the email.

You need to buy the transactional email addon and a dedicated IP to be able to use the transactional email functionality in workflows. Your sales rep will be able to give you full details and get you setup.
