Forms not working as expected

I've created a form that is to be used by internal staff. It's when we have a new customer. They populate the fields and then the submission triggers an automated email with their login details. The issue is, every time they fill in the form it is updating a single contact in our system and therefore not sending the welcome email. Is this because of the location where the form is completed? If so, can I create exemptions based on ip address?

Thanks Karsten - I had a feeling it might be that as I had switched it off due to it being a new customer email email rather than a marketing contact. Your swift reply is much appreciated!
