Workflow skipped some steps after some retry and when enrolling bulk data

Hi , 

We have workflow to send email based on some condition, for that we have used custom code and with that we are calling one endpoint to generate unique id , which will goes with link in mail.

When we are enrolling records in bulk custom code is showing this message in information for some records and after 3 retry it will skipped and all stages after it is getting skipped for those records.

if we are trying by enroling less records then there is no retry or steps are getting skipped .We need to proceed bulk data and because of these issues  we are not able to get proper output.

Please explain reason behind retries , and from where it will get triggered. also explain this issue and what can be the fix for it.

Is there some limitation in hubspot to execute bulk data from workflow?
