Just to confirm, you'd like to set up buckets that your report respects and then groups all deals within certain ranges into a bar of your chart? This is currently not possible out of the box.
You would have to create an additional custom property with those ranges / buckets and then use a deal-based workflow that enrolls all deals with a known probability, then uses a branch to check which bucket a deal falls into – in each branch, you would then use the 'Set property value' workflow action to set the value in your new custom property.
Once this is live, you can visualize the count of deals by your new custom property.
