HubSpot Report Logic Not Excluding Recent Donors

I am trying to build a LYBUNT report in HubSpot using deals as donations. My goal is to include contacts who have at least one deal with a close date between 12> and <25 months ago, and exclude any contact who has a deal that closed within the last 12 months. I created two filter groups on Deal Close Date and used custom logic such as 1 AND NOT 2. However, HubSpot still returns contacts who have recent deals, as long as they also have a deal in the older window.

How can I configure the report builder so that any contact with a recent deal is fully excluded, even if another deal matches the older date range?

I understand that you want to create a LYBUNT report in HubSpot that includes only contacts with deals closed 12–25 months ago and fully excludes any contact with a deal closed in the last 12 months.
