How to set goals for Deal Created vs. Goal report?

I am creating a Deal Created vs. Goal report, but I can't figure out how to actually set the goal - mine is sitting at 0?

So I have goals set but they just don't appear in this report. 

I've got to be honest, the goals functionality just does not seem ready for prime time.

Hey @SRucker,

You can create a goal under Settings > Tracking & Analytics > Goals:  

From here, you can create a "Deals created" goal:
