How to create a report of inbound leads that are not engaged by sales team last week

We are trying to create a report that enables us to see the inbound leads that are not engaged by the sales team in the previous week. We also want to see the breakdown of contact owners who are not engaged with these inbound leads in the previous week. Finally, this will be an active report. We are looking forward to your suggestions.
