Yes, as Frank mentioned.
Dasboard filters can be seen only by you or saved for everyone
but with reports if you afect the setup of the reports, this will be replicated for everyone.

The answer is yes.
If you update the report, it will update it for everyone seeing that report.
Just to be clear your post refers to dashboard filters and then you talk about report filters/settings, these are two different things though.
