I was wondering if HubSpot has a feature similar to SFDC where you can create one home page dashboard of Reports that changes according to a user's permission set and Regional assignment aka Dynamic Report.
For example a Sales Dashboard of deals Status.
A user that is assigned to North America region will see only North America related deals status, LATAM user will see only LATAM related deals status etc. All this without the need to create different dashboards, filtering or sharing rules.

The best workaround I can think of is to set your users into regional teams shown in the KB here - after which, restrict access to the dashboard/ reports based off those teams. Seems like you may be aware of this already since you mentioned "...without the need to create different dashboard or sharng rules", but thought I share just in case (:
