As far as I know, this can't be done in HubSpot. Reports always look at the current value of a property, not at previous values. If you want to report on this, it would have to be custom developed or a third party integration.
The report that comes closest to this would be "Deal change history" in the Sales Analytics. (Menu > Reports > Analytics Tools > Sales Analytics > Deal change history)
