I do know that the error message is appearing because there is a permission not toggled on for this user, however if the user is a super admin he should be able to see that dashboard and there wouldn't be permissions to edit. Are you able to confirm that he is a super admin? If so, I would also suggest that he clear hiscookies and cache.
Additionally, if a dashboard has been set to private by the dashboard owner then only the owner will be able to access that dashboard. Even if a user is a super admin, they will not be able to see private dashboards that they do not own. Do you know if that dashboard is private? One way to tell would be to go into themanage dashboardspage in his portal, and see if there are any in there that say "private".
Ultimately, it's a bit hard to troubleshoot since I can't see the user's portal and his permissions.
