I've built a report that gets the average cumulative time spent in specific deal stages. On the side, I also have the avg time we should be spending on these stages. This is a fixed number. Is there a way / how can I compare the values I have in the report to the values they should be? I want to be able to do it in a report so I can share it on a dashboard.
Example:
Avg time in design from report : 5 days
Avg time in design (what is should be): 4 days
I want to be able to show we're spending 125% more time in the design stage than we should be.
As @PamCotton mentioned, creating a custom property and report would be the best way to accomplish this. In this scenario I also like to "tag" deals that are beyond the expected timeframe. This would require an additional property and a workflow to mark it, which wouldn't be available on starter, unfortunately.
There is a Public Beta for conditional formatting in the custom report builder as well that is relevant here as well. Again, on starter you are limited, but this function would be available at the Pro level.

You can create a custom deal property in HubSpot to store the target time for each stage. Then, build a custom report that includes both the actual average time and the target time. In the report builder, use a calculated field to compare the two values, showing the percentage difference. Once done, you can add the report to your dashboard for easy sharing and tracking.
