Hello @HMoura. When building a survey workflow, HubSpot does have a "schedule" option:
It appears to be somewhat limited - daily, weekly, monthly, or annually. So I'm not sure that quarterly is currently an option as you asked.
I'd guess that you could set up four annual workflows that may help you send out the quarterly surveys. But that seems like a complicated workaround, unless someone else has a better idea.

As already said by @danmoyle, this is a bit complex workaround because what HubSpot has is a daily, weekly monthly, or annual schedule, and not quarterly like you are trying to achieve.
However, I was able to come up with a workaround (which doesn't totally solve the problem) that I believe could be a great start until we find a better solution.
It's quite longer than I could be typing or explaining with texts, so I recorded this video.
