Forms does not appear to me

Hello,

I cannot find forms page anywhere, is it because i have a Free Account? 

another question, are forms customizable? Can i choose how the design of it will be such as logos and background colors?

That's correct - HubSpot Free doesn't include the forms feature. 

It does, however, support collected forms, which means it can capture data entered in third-party forms on your website.

So based on what you say, Collected Forms should be available for my account "Free plan"?

Because i followed the steps and went to: 

click the Sales dropdown in the upper-left to switch to Marketing > then navigate to Collected Forms. If you do not have this option, you can enable Collected Forms by navigating to Account Menu > Settings. Select Products & Add-ons in the left sidebar, then activate Marketing Free. 

But still didn't find it.

When you go to Products and Add-ons, is Marketing Free ticked, like this:

So if i want to create my own Forms, do i have to Purchase Pro Marketing or Pro Sales?

If you want to create HubSpot forms, yes, you need to buy the full marketing software. 

If you are happy to use third party froms (for example Contact Form 7 or Gravity Forms on a WordPress website), HubSpot Free will collect the data from those.

No it's not.. it has "Free" on the side only.
